The death of 78 miners in an explosion at Consolidation Coal's No. 9 Mine in Farmington, WV, caused Congress to pass the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91173). This act put real teeth in federal safety enforcement, setting up procedures for developing mandatory standards, and called for expanded health and safety research.
